Abstract

The aims of this study was to evaluate the implementation results of social policies for the neglected elderly (LUT) in Yogyakarta. The research approach was qualitative descriptive technique using data analysis of primary and secondarydata obtained from interviews, focus group discussions, observation and documentary analysis. The data validation employs triangulation technique. The research results indicate that the implementation of social policies for the neglected elderly in DIY was not yet optimal that can be derived from, the number of LUT covered in the policy was still small in number, the quality of services provided to neglected elderly remains minimal, community involvement in taking care of the LUT is not yet maximized, and the policies specifically manage LUT was not yet available. These happen because first, the specificsocial policy towards LUT was not yet established, the existing policies remain partial and overlapping with the policy of poverty, so that the implementation was insensitive towards the neglected elderly. Second, the available funding andinfrastructure in both intra and extra nursing institutions were still diminutive compared to the total number of LUTs in DIY. Third, the number of human resources conducting the policy was still limited, moreover the qualified ones were few.

Abstract

The research done to know the factors that caused sexual violation toward children and its prevention effort. Theresearc took place in North Celebes Province, under the consideration the province ranks ninth in sexual violence towards children. Data gathered through interview, observation, documentary analysis, and analysed by qualitative descriptive technique. The result found that the causal factors of sexual violation towards children were a lack of interaction betweenparent and children, the punishment toward the perpetrator was weak, the development of technology which easily accessed by children, and promiscuity among youth. The pepretators of sexual violation toward children shoul be punished maximum, plus additional punishment for not repeating it. The development of technology should be controlled by closing the sites onviolation and pornography. Having reference to related institutions both government and privat which have commitment to the victims, giving guidance and service reference, so the victims find the way out of their problem. It needs involvement all parts, not just the goverment but all existing elements. All institutions of victims services needed to be proactive to follow out the cases without receiving report. Phisical violation belongs to health institution to cure, for trauma needs involment several institutions as emphaty attitude for the victims. The Ministry of Social Affairs, through General Directorate of Social Rehabilitation, through Directory of Children Affairs, hoped can create a program to minimize sexual violationtowards children.

Abstract

Komunitas Adat Terpencil (KAT) is a program designed to improve both social life and economic condition for isolated customary communities. The aim of the program as stipulated in Indonesian national development planning isto afford the prosperity to every Indonesian citizen. This article is discussing a preparation phase of social community empowerment aiming to understand social condition and to absorb community aspirations on what they needs in affording social prosperity; Analyze the proper format of social empowerment to targeted community. The observation conducted in Dusun Pantan Kriko, Gampong Pantan Sinaku, Pintu Rime Gayo Sub-District, Bener Meriah District. The result of field study concluded that all local community members are coffee farmers, housing condition is really apprehensive, the houses are not appropriate to live, limited access to the social, health and education services. The primary needs are proper house, religious practice facility, community center building and its supporting facilities to facilitate meetings. Community sociological condition is really enthusiasm and ready to be empowered. Environment condition also very supported to develop various agriculture activities. Bener Meriah local government has declared the commitment to support and contribute to ensure the success of this social community empowerment program

Abstract

The research aims to know the influence of the work ability towards social escort’s performance of FHP. The influence of work motivation towards social escort’s performance of FHP. The influence between the work ability and workmotivation jointly on the work performance of social escorts of PKH. The subjects of the research were 39 people. The technique of colleting data used questionares, interviews, and documentary analysis. The analysis of the data used statistical program SPSS regression technique.The results showed that the effect of working ability (X1) on the work performance (Y) with a regression coefficient of 0.326. The effect of work motivation (X2) on the work performance (Y) was significant with a regression coefficient of 0.557. The effect of jointly working ability and work motivation (X1 and X2) on the work performance (Y) with the coefficient of determination (R2) of 77.2 percent. Based on the analysis that the ability to work (X1) had significant influence on the work performance (Y), the first hypothesis was accepted. The analysis of the second hypothesis that motivation (X2) has a significant influence, so that the second hypothesis was accepted. The analysis of the third hypothesis that the ability to work (X1) and motivation (X2) has significant influence jointly on the performance (Y),so that the third hypothesis was accepted. The recommendation that was to improve the ability and motivation of social escort of FHP through training and technical assistance so that its performance gradually increased.

Abstract

Thedone to asses the implementation of policies and social protection programs for the illegal migrant workers, the role and function of RPTC in conducting social protection for the illegal migrant workers, the role and function of RPTC in the process of reintegration of the illegal migrant worker in the area of origin, conditions of vulnerability experienced by illegal migrant workers during the mi gration process (transit, destination, place of origin) and the internal and external driving factors that cause the illegal migrant workers want to return to work abroad. This research use qualitative-desciptive approach, and implemented in Tanjung Pinang (Riau), DKI Jakarta, East Java and West Nusa Tenggara. The results showed the implementation of policies and social protection programs for the illegal migrant workers still regulation alone, role and function of RPTC in conducting social protection and reintegration processes the illegal migrant workers is as temporary shelters and as a rehabilitation center (temporary) the illegal migrant workers who experience mental illness and health problems.The illegal migrant workers also provided assistance productive economic so that they can get a source of income without having to leave the country and vulnerabilities experienced the illegal migrant workers varying from legal, social, economic, physical and psychological, as well as internal and external driving factors the illegal migrant workers want to return to work abroad.

Abstract

Local culture has been meant as local value produced by community in given territory that has been formed naturally, got through educational process from time to time and generation to generation. Culture that mentioned aboveis tradition, law, thinking pattern, and art. The implementation of culture in community contains social solidarity value because they were done involving community members interaction. The existence of local culture hoped to support social solidarity value as then social resilience. Those motivating this study that presented through descriptive approach. Through interview, observation, and documentary analysis, it can be described that Banjar Regency, South Kalimantan Province community, are still practising local culture through participation of all members of the community.

Abstract

Banda Aceh Municipality still has citizens who live in poverty, based on data collection carrieed out in five districts, namely Syiah Kuala, Banda Raya, Lueng Bata, Ulle Kareng and Baiturrahman. Of 600 heads of household identifiedas poor, randomly sampled, it could be seen that there were some fundamental socio economic changes in the income, expenditure, as well as the ownership of goods. Income and expenditure of households in a mounth over Rp 600.000,-.Goods which used to be secondary requirements and owned by middle and upper class society as primary need for life and livelihood could be owned ordinary people, cellphones and motorcycles were mostly owned. TV over 14” and refrigerator Here already owned by most respondents. Electricity as a means of lighting and other electrical uses have been utilized by most of the poor families in five districts selected. The electric facility have reached and enjoyed by citizens in the municipality of Banda Aceh. That empirical facts need to be observed and studied further as an input to make adjustments to the areas and criteria of a new definition of poverty for related institutions, central government, local government rule, as well as related minister regulation, specifically the municipality of Banda Aceh.

Abstract

The research was done to know the parent (with disabled) role on information, communication, education, health, job opportunity, social assurance, sport facility, culture, recreation, and leisure, building network, mobility services, inemergency situation and law protection service, and political participation. Research location was in Pasuruan regency, East Java province. Respondents ditermined purposively, families with disabled member, it was found 35 respondents. Data gathered through interview and observation, and analyzed through qualitative technique. Based on the finding it can be concluded that the parent role on the disabled member of the family has yet maximum, because of lack socialization from related institution on the access for disabled. The limit of education, knowledge, economic know-how, caused parents suffering from limitation to access services. It recommended that related institutions should enhance its program socialization to community, especially to family with disabled member so that they can access the services. To the Ministry of Social Affairs, especially through the General Directorate of Social Rehabilitation (for disabled), the institution should empower families especially those with disabled members, through counseling, guidance, enhancement awarnessand parents capacity on taking care of problem, potentiality, resource, and disabled needs,including empowerment on family economy or entrepreneurship.
